Rental/Client Assistance

CARC assists families and individuals in the following areas:

For residents of Hartford, Tolland and Middlesex counties, obtaining and maintaining housing through the Housing Assistance Fund; and meeting emergency expenses through the Client Assistance Fund.

For residents of New London, Windham, Litchfield, New Haven and Fairfield counties obtaining and maintaining their own housing through the Emergency Housing Fund.

For people living with HIV/AIDS in Connecticut, transitioning from incarceration through the Transitioning from Incarceration Pilot Program.

Housing Assistance Fund

The Housing Assistance Fund is a rental assistance program for people living with HIV/AIDS in Hartford, Tolland, and Middlesex counties. For a complete list of towns covered by the Housing Assistance Fund click here. Applicants must apply for housing assistance through a case manager from the Greater Hartford EMA. If you do not have a case manager click here to view a list of agencies that provide HIV/AIDS case management.

What does HAF pay for?

  • Ongoing rental assistance
  • First month's rent
  • Arrearage/back rent
  • One time Emergency housing payment

How much is available?

  • On-going rental assistance: $150 per month for six months. Participants can re-apply at the end of six month period.
  • First month's rent: Up to $800.
  • Arrearage/back rent: Up to $800. The Housing Assistance Fund will only pay up to two months of back rent.
  • One time emergency housing payment: Up to $600.

Who is eligible?

Applicants must satisfy all of the following requirements to access the fund:

  • HIV+ or AIDS diagnosis;
  • Income cap of 300% of Federal Poverty Level (by family size);
  • Additional requirements are found in the application depending on the service requested.

How do I apply?

Applicants must apply for housing assistance through a case manager from the Greater Hartford EMA.   • W-9 signed by landlord (IRS requirement)

  • Any entitlements (e.g. SAGA, SSI, SSD, TANF, etc.)
  • Any income from employment
  • Income from all household members (e.g. husband, wife, partner, roommate, children, etc.)

What can be used for proof of income?

  • Pay stubs
  • Notarized letter indicating income
  • 1099s
  • TPQY
  • Budget Sheet

Client Assistance Fund

The Client Assistance Fund is a set of nine financial assistance services funded by Ryan White for people living with HIV/AIDS in Hartford, Tolland, and Middlesex counties. What does CAF pay for?

  • Medical Fee-for-Service
  • Dental
  • Mental Health
  • Home Health Care
  • Medication Reimbursement
  • Insurance Continuation
  • Food Vouchers
  • Emergency Utilities Assistance
  • Transportation

Who is eligible?

To access most services, a client must be certified as Ryan White eligible. Eligibility consists of:

  • HIV+ diagnosis or affected by HIV or AIDS;
  • Income under 300% of federal poverty guidelines, based on gross income;
  • In cases where the client is affected rather than infected, the service(s) must be intended to provide direct benefit for the infected individual (s), and;
  • Resident(s) of the Greater Hartford Transitional Grant Area (TGA).
  • Additional requirements are found in the application depending on the service requested.

What do I need to provide?

Your case manager will need the following information from you in order to apply for assistance:

  • Documentation of HIV Status
  • Ryan White Client Intake Form or URS Referral Form if Intake Form is on file
  • Ryan White Eligibility Worksheet and Financial Documentation (updated every six months)
  • Release of Information (update annually)
  • CARC Policy & Procedure Acknowledgement with copy of Client Grievance forms
  • Documentation of Income (see below)
  • Additional requirements are found in the application depending on the service requested.

What constitutes income?

  • Any entitlements (e.g. SAGA, SSI, SSD, TANF, etc.)
  • Any income from employment
  • Income from all household members (e.g. husband, wife, partner, roommate, children, etc.)

  • TPQY
  • 3 consecutive RECENT paystubs
  • Notarized letter indicating hours worked, services performed, and income

Emergency Housing Fund

The Emergency Housing Fund is a rental assistance program for people living with HIV/AIDS in New London, Windham, Litchfield, New Haven and Fairfield counties. What does EHF pay for?

  • Ongoing rental assistance

How much is available?

Transitioning from Incarceration Pilot Program

Transitioning from Incarceration is a pilot program for residents of Connecticut living with HIV/AIDS who are transitioning from incarceration to permanent housing or have had difficulty finding affordable housing due to criminal history. This pilot program targets the following populations:

  • PWAs leaving incarceration to permanent housing (HUD defines permanent housing as "housing which is intended to be the tenant’s home for as long as they choose").
  • PWAs with a history of incarceration who are leaving emergency shelters for more permanent housing.
  • PWAs with a history of incarceration who are leaving transitional or congregate living programs to live independently within the community but have had difficulty locating housing due to criminal record.

Applicants must apply for housing assistance through a case manager.

What can it pay for?

  • First month’s rent
  • Last month’s rent
  • Security Deposit
  • Short term rental assistance for up to six months through June 2012 (applicants will pay 30% of income to rent)

What is available?

  • First month’s rent, last month’s rent and security deposit within the HUD Fair Market Rent (FMR).
  • Short term rental assistance: applicants will receive assistance from the time a completed application has been approved through June 2012 and are required to pay 30% of their adjusted gross income to rent. Case Managers must certify, through a housing stability plan, client housing stability by June 2012.
  • This is a six month Pilot Project with no expectation of continuation or opportunity to re-apply.

Who is eligible?

Applicants must satisfy all of the following requirements to access the fund:

  • HIV+ or AIDS diagnosis.
  • Income cap of 200% of Federal Poverty level (by family size).
  • Client’s ratio of rent to income must be between 40% -80% of income to rent.
  • Potential applicants must demonstrate difficulty obtaining housing due to recent (within the past 12- 24 months) incarceration and provide documentation of release date.

How to apply?

All applicants must apply through a case manager. The case manager is responsible for determining eligibility and submitting a completed application packet to CARC.  Applicants must maintain contact with their case manager through the duration of the program.

Required documentation:

  • Documentation of HIV status and recent (within six months) CD4 and Viral Load
  • Proof of income (see below)
  • Rental verification signed by landlord
  • W-9 signed by landlord (IRS requirement)
  • Promissory note by landlord for return of security deposit
  • Ryan White client intake form, including financial eligibility form
  • 2-page Use of Funds form

What constitutes income?

  • Entitlements (e.g. SAGA, SSI, SSDI, TANF, VA benefits, pension, worker’s comp, unemployment etc)
  • Employment
  • Income from all household members (e.g. spouse, roommate, children, other family members, etc)

What can be used for proof of income?

  • 3 recent paystubs
  • Notarized letter indicating income
  • 1099 or most recent year's 1040
  • TPQY
  • SSI/SSD confirmation letter
  • Letter from employer noting hours/week and hourly wage
